Dish not exiting MMLL mode after a functional modality switch

When a functional modality switch happens from any local modality to RemoteControl, the systems exits MMLL mode automatically. In this transition, the signal queue of PI dish_do_action of dish machine exceeds its bounds of 1, and the signal to exit MMLL is discarded
